MINIMUM QUALIFICATIONS:

Associate degree in building/construction technology, construction management, engineering, other degrees as related.

-OR-

Two (2) years of experience in home construction, home weatherization, home rehabilitation services, home inspection services, or in a construction related field, preferably in an agency providing housing rehabilitation services and/or weatherization service to low-income individuals.

SPECIAL REQUIREMENTS:

Must have a valid driver's license;

Must become a certified Lead Inspector/Risk Assessor within 6 months of employment. Failure to obtain certification will result in discharge. Training/testing costs will be covered by employer.

Must become a certified Lead Supervisor within 6 months of employment. Failure to obtain certification will result in discharge. Training/testing costs will be covered by employer.

Must become a certified Asbestos Inspector through a State of Michigan program. Failure to obtain certification within 6 months of employment will result in discharge. Training/testing costs will be covered by employer.

Must become a BPI certified Energy Auditor and a BPI Certified Quality Control Inspector within 9 months of employment;

Must be comfortable with climbing ladders, some lifting, and entering confined spaces as part of the inspection process.

JOB SUMMARY: Under direction of Housing and Weatherization Division Manager, performs a variety of duties relative to the implementation of Genesee County Housing Division activities comprised of the Home Improvement and Weatherization Programs; performs inspections, work write-ups, cost estimates bid specifications; completes energy audits and quality control inspections for weatherization activities; reviews work performed by contractors to ensure that the work is completed as outlined in the bid specifications and that all MDHHS and HUD rules are properly followed; work is performed under general supervision of the Housing and Weatherization Division Manager; performs related duties as required.

ESSENTIAL JOB DUTIES AND FUNCTIONS:

  • Inspects properties in order to determine eligibility of repairs or weatherization assistance needed in accordance with program rules and surveys the condition of dwellings as assigned
  • Prepares work write-ups, bid specifications in accordance with HUD and County program rules and performs Energy Audits per DOE and MDHHS rules
  • Prepares accurate cost estimates
  • Provides homeowner education regarding housing energy efficiency
  • Monitors progress on jobs and addresses potential problems
  • Reviews the work of contractors to ensure that work meets bid specifications. work quality standards, and is following all environmental and safety protocols in accordance with program rules
  • Inspects property while work is in progress to assure that authorized work has been properly completed and is within the provisions of the contract
  • Acts as liaison with contractor, homeowner and program staff
  • Maintains/organizes proper inspection records for each assigned property
  • Participates in staff development and training activities related to program responsibilities
